Registering a Ship Under the Malta Flag

From name reservation to permanent registration, we manage the process end to end — including the Maltese shipping company that typically owns the vessel, and resident agent representation for international owners.

Who May Register

Citizens of Malta, the EU, the EEA and Switzerland — and bodies corporate established there — may register vessels directly. International owners typically register through a Maltese shipping company, which may be wholly owned by non-EU shareholders, or by appointing a Malta-based resident agent. We incorporate and administer the owning company and act as resident agent, handling communications, declarations and filings with the registry.

The Registration Process

  1. Eligibility Check & Name Reservation

    We confirm the vessel's eligibility and survey position, and reserve the vessel name with the Malta ship registry.

  2. Establish the Owning Entity

    Incorporation of a Maltese shipping company — or appointment of a resident agent where the owner registers directly.

  3. Provisional Registration

    The vessel is provisionally registered for six months on submission of the application, declaration of ownership and supporting technical documentation — usually completed within days.

  4. Operational Certification

    Radio licence, minimum safe manning certificate and related operational certificates are put in place so the vessel can trade immediately.

  5. Permanent Registration

    Within the provisional window we complete permanent registration — bill of sale or builder's certificate, deletion certificate from the previous registry, and survey and tonnage documentation.

  6. Ongoing Compliance

    Annual registry fees, certificate renewals and statutory filings — managed by zeta. as corporate administrator and resident agent.

Older vessels are subject to age-related inspection requirements before or on registration. We confirm eligibility and the survey position up front, before any commitment is made.

Bareboat Charter Registration

Malta permits bareboat charter registration both into and out of the register with compatible registries. The charterer's flag governs day-to-day operation, while ownership and registered mortgages remain protected on the underlying register — typically for the duration of the charter, up to two years at a time.

Ship Mortgages

Maltese registered mortgages rank highly and carry strong enforcement remedies — including the mortgagee's power to take possession of and sell the vessel without a court order. That protection is why the Malta flag is routinely accepted, and often preferred, by international ship finance lenders.

Taxation

Malta's Tonnage Tax System

An EU-approved regime under which qualifying shipping activity is taxed by reference to tonnage — not profits.

Licensed shipping organisations operating qualifying tonnage tax ships pay an annual charge based on the vessel's tonnage. In return, income from qualifying shipping activities is exempt from Maltese income tax — one of the principal reasons commercial operators consolidate ownership and operations under the Malta flag.

Yacht VAT & Importation Planning

The VAT position of a yacht is decided by facts — flag, ownership, where it cruises and how it is used. Malta offers several established routes to a compliant, efficient outcome.

VAT Leasing Structures

Maltese VAT guidelines allow the VAT incidence on a yacht lease to reflect the yacht's effective use and enjoyment within EU waters, evidenced by voyage documentation — subject to conditions and advance approval of the arrangements.

Temporary Importation

Non-EU flagged and owned yachts may cruise EU waters under temporary importation for up to 18 months without import VAT becoming due, subject to customs conditions — a well-trodden route for non-EU owners.

Importation & Onward Supply

Where a yacht is imported into the EU through Malta, importation and onward supply arrangements can, subject to conditions, relieve Maltese VAT where the yacht is supplied onward to another EU member state.
