Ship and yacht registration under the Malta flag — with the owning structure, tax treatment, crew employment and day-to-day administration handled by one regulated Malta team.
Malta is Europe's leading flag state and one of the largest ship registers in the world — trusted by shipowners, yacht owners and charter operators for its EU-compliant framework, responsive administration and competitive cost base. zeta. supports the full lifecycle of a vessel: registration, the owning structure behind it, tax and VAT treatment, crew employment and ongoing administration.
An EU flag with worldwide recognition, a mature legal framework built on decades of shipping legislation, and an administration that understands commercial reality.
Discuss Your VesselFrom name reservation to permanent registration, we manage the process end to end — including the Maltese shipping company that typically owns the vessel, and resident agent representation for international owners.
Citizens of Malta, the EU, the EEA and Switzerland — and bodies corporate established there — may register vessels directly. International owners typically register through a Maltese shipping company, which may be wholly owned by non-EU shareholders, or by appointing a Malta-based resident agent. We incorporate and administer the owning company and act as resident agent, handling communications, declarations and filings with the registry.
We confirm the vessel's eligibility and survey position, and reserve the vessel name with the Malta ship registry.
Incorporation of a Maltese shipping company — or appointment of a resident agent where the owner registers directly.
The vessel is provisionally registered for six months on submission of the application, declaration of ownership and supporting technical documentation — usually completed within days.
Radio licence, minimum safe manning certificate and related operational certificates are put in place so the vessel can trade immediately.
Within the provisional window we complete permanent registration — bill of sale or builder's certificate, deletion certificate from the previous registry, and survey and tonnage documentation.
Annual registry fees, certificate renewals and statutory filings — managed by zeta. as corporate administrator and resident agent.
Older vessels are subject to age-related inspection requirements before or on registration. We confirm eligibility and the survey position up front, before any commitment is made.
Malta permits bareboat charter registration both into and out of the register with compatible registries. The charterer's flag governs day-to-day operation, while ownership and registered mortgages remain protected on the underlying register — typically for the duration of the charter, up to two years at a time.
Maltese registered mortgages rank highly and carry strong enforcement remedies — including the mortgagee's power to take possession of and sell the vessel without a court order. That protection is why the Malta flag is routinely accepted, and often preferred, by international ship finance lenders.
An EU-approved regime under which qualifying shipping activity is taxed by reference to tonnage — not profits.
Licensed shipping organisations operating qualifying tonnage tax ships pay an annual charge based on the vessel's tonnage. In return, income from qualifying shipping activities is exempt from Maltese income tax — one of the principal reasons commercial operators consolidate ownership and operations under the Malta flag.
Eligibility depends on the vessel, the activity and the elections made. We assess the position with your tax advisors before the structure is put in place — not after.
Malta registers pleasure and commercial yachts alike. The right route depends on how the yacht will actually be used — and it drives certification, crew and VAT outcomes.
For owners using the yacht personally
Pleasure use by the owner, family and guests — no charter operation.
Flag registration and safety requirements — no commercial code survey.
At the owner's discretion, subject to safety requirements.
VAT considerations on EU importation and acquisition — planning available.
Want an EU flag, privacy and a clean ownership structure.
For yachts operated as a charter business
Charter and other commercial operation under the Malta flag.
Survey and certification under Transport Malta's Commercial Yacht Code — with a simplified code for smaller yachts.
Minimum safe manning with appropriately certificated crew.
Operated as a business, with input VAT recovery subject to conditions.
Want charter revenue to contribute to running costs.
We advise on the registration route before the yacht is registered — reversing the choice later is costlier than making it correctly at the outset.
The VAT position of a yacht is decided by facts — flag, ownership, where it cruises and how it is used. Malta offers several established routes to a compliant, efficient outcome.
Maltese VAT guidelines allow the VAT incidence on a yacht lease to reflect the yacht's effective use and enjoyment within EU waters, evidenced by voyage documentation — subject to conditions and advance approval of the arrangements.
Non-EU flagged and owned yachts may cruise EU waters under temporary importation for up to 18 months without import VAT becoming due, subject to customs conditions — a well-trodden route for non-EU owners.
Where a yacht is imported into the EU through Malta, importation and onward supply arrangements can, subject to conditions, relieve Maltese VAT where the yacht is supplied onward to another EU member state.
We assemble and maintain the evidence trail — import documents, VAT paid certificates and voyage records — that a future buyer, lender or customs authority will ask to see.
VAT positions are fact-specific and the guidelines evolve. We coordinate with tax counsel and the Maltese authorities on each structure — the above is an outline, not tax advice.
Registration is the start. The owning structure and the running of the vessel are where an owner lives day to day.
Our yachting services begin at the ownership stage, advising on the most appropriate structure through which to hold the vessel. We then implement that structure and provide the ongoing services it requires, including director and corporate services. We assist with Malta flag registration and act as resident agent where required, and our support further extends to crew management. Where needed, we can also assist with the negotiation and drafting of financing and mortgage documentation.
Our ownership structuring service covers the full life of the holding structure: we advise on an efficient corporate structure through which to hold the yacht, set it up, and provide the ongoing services that keep it in good standing, including bookkeeping, tax and VAT return assistance, and director and company secretary roles where required.
Learn moreOur flag registration service guides owners through registering the yacht under the Malta flag, acting as intermediary with Transport Malta and coordinating the documentation the registry requires, from provisional registration through to permanent registration, and the annual renewals that follow.
Learn moreWe assist with the bareboat charter registration of yachts under the Malta flag, covering both charter-in registration (a foreign ship registered under the Maltese flag while retaining its underlying registry) and charter-out registration of a Maltese ship under a compatible foreign flag. We guide the charterer or owner through eligibility, the consents required from the underlying registry, owners and mortgagees, and the documentation the Registrar requires, through to renewal.
Learn moreOur tax and VAT support covers the yacht-owning structure's compliance obligations in Malta, including the compilation and filing of its tax returns and VAT returns, together with advice on the VAT treatment of the yacht under the applicable Maltese and EU rules.
Learn moreOur crew management services involve recruitment and screening, employment contracts and payroll, leave and absence tracking, and training program development.
Learn moreOur financing support assists owners and their lenders with the negotiation, drafting and registration of financing and mortgage documentation, including the registration, transfer and discharge of statutory mortgages over the Malta-registered yacht.
